What qualities make up a perfect villain?

I am working on a story, but I have reached a stumbling block. A good story is never complete without a good villain. So I'm curious. What qualities are required to create the perfect antagonist?What qualities make up a perfect villain?

the perfect villain may have a lot of different qualities, and if they are a villain don't make them to evil, but make them horrid. you want them to be mysterious, and dark. the best characteristics, are a guy who is power hungry. i like books when the villain doesn't act or sound evil but when you get to know him he becomes a nightmare, lots of luck in your story
I have an opposite opinion. I think villains should not be EVIL, thats so over done. Perhaps he simply has a contrasting point than the hero, a strange contracting point, that usually involves hurting others to achieve it, but he doesn't think he evil, he think hes doing whats right.





AKA The villan is pissed becuase the government is bad, and he wants to destroy it and plunge the world into anarchy. This isn't really evil, he's just against the powers that be. And said hero works for those powers and he believe the government is good, and will fight for it.


Or vice versa.


After all Luke Skywalker was a terrorist too.
Lots of intellect %26amp; money. She must have military ties, either past or present. I say she because it makes a good twist %26amp; every man knows how manipulative some women are.
