Brown and Gold tones always make blues eyes brighter. Also using a white eyeliner on your waterline will always make your eyes look brighter. Also if you use a shimmer shade that is a light color putting it on the inner part of your lid will also brighten your eyes
When my eyes turn blue, i love to use black eyeliner on the bottom and inner top of my eyes. also some black mascara. my eyes look so bright. if you got some bronzer for your face, it would make them look even more bright and beautiful.
i'll tell you what i use, i use gold mascara and eye shadow with a tad of light glitter
